Wales presents unique difficulties. The 12 counties of 1872 have been significantly changed
twice - the map of 2001 shows the most recent structure of Wales with just seven 'administrative
units', reduced from eight after the 1974 reorganisation of local government.
Three of the 1872 counties, Radnor, Montgomery and Brecknock, have been absorbed
into what is broadly Powys but not precisely enough to combine the three for comparison
with Powys. For this reason, the three counties are simply shown as they stood in
1872. The second difficulty with Wales is that there was an element of Irish-style land
redistribution in progress in the 1800s and 1900s, and far more of the 1872 estates have
vanished altogether than is the case in England or Scotland.
